Deployment architecture · for executives and engineers

Elastic. Load-balanced. In-country edge. Nothing leaves Qatar.

The platform is built the way a national service has to be built: no single machine that can fail, capacity that grows automatically when demand grows, an edge that absorbs attacks before they reach the application, and every server, disk and AI model inside Qatar's borders. The same design runs in a sovereign cloud region, on NCSA's own hardware, or fully disconnected.

Reference deployment

Six tiers. Each one duplicated. All of them in Qatar.

SOVEREIGN BOUNDARY · QATAR · AZURE QATAR CENTRAL, GOOGLE CLOUD DOHA, OR NCSA PREMISES NCSA analysts · ministries · operators browser, MFA, passkeys · TLS 1.3 only 1 · IN-COUNTRY EDGE Content delivery and protection at the border Static files cached at Doha points of presence · Spark SHIELD web-application firewall · rate limiting and bot control · DDoS absorption. Foreign edge locations are switched off. 2 · LOAD BALANCER · TWO AVAILABILITY ZONES Shares traffic across the application servers, checks their health every few seconds, and stops sending traffic to any server that fails. Terminates TLS with keys held in an in-country HSM. 3 · ELASTIC APPLICATION TIER Spark Platform nodezone A Spark Platform nodezone B + nodes on demandadded automatically under load 4 · DATA TIER · HIGH AVAILABILITY Primary database + synchronous replica · object storage for evidence Encrypted at rest with customer-held keys. Automatic failover to the replica in under a minute. Signed, hash-chained audit records. 5 · SOVEREIGN AI TIER · SRE-1 GPU inference nodes running open-weight models No external AI service. Models are pulled once, verified by hash, and run only inside this boundary. Scales by adding GPU nodes behind the same balancer. 6 · BACKUP AND RECOVERY Encrypted backups to a second in-country site every hour · full restore rehearsed quarterly · recovery point 1 hour, recovery time 4 hours (agreed per contract).

Labels are deliberately plain. The technical specification (instance classes, GPU counts, network ranges, HSM model, exact failover timings) is agreed with NCSA's architecture team during the proof of value and recorded in the signed design document.

The tiers, explained

What each layer does, and why it matters.

1 · EDGE

In-country content delivery and protection

Pages and images are served from points of presence in Doha so the platform feels instant anywhere in Qatar. The same edge runs Spark SHIELD: it blocks attacks, bots and floods before they reach a server.

In plain wordsA fast, guarded front door that stands in Qatar, not abroad.
2 · LOAD BALANCER

Traffic shared, failures hidden

Every request is handed to a healthy application server. If a server fails, the balancer stops using it within seconds and nobody notices. Runs across two availability zones itself.

In plain wordsA receptionist who always sends you to a desk that is open.
3 · APPLICATION

Elastic by measurement

Application servers are identical and stateless. When CPU or request queues rise past an agreed threshold, more servers are started automatically; when load falls, they are removed. Capacity follows demand, not a guess.

In plain wordsMore desks open when the queue grows; they close when it shrinks.
4 · DATA

Two copies, always

The database writes to a primary and a synchronous replica in a second zone. Evidence files live in object storage replicated the same way. Keys are held by NCSA in an in-country HSM.

In plain wordsNothing is stored in only one place, and only NCSA holds the keys.
5 · SOVEREIGN AI

SRE-1 inside the boundary

Open-weight models run on GPU nodes in the same boundary. No prompt, record or finding is sent to any outside AI service. More GPU nodes are added behind the balancer as the number of analysts grows.

In plain wordsThe assistant lives in your building and never phones anyone.
6 · RECOVERY

Backed up, rehearsed, measured

Encrypted backups go to a second in-country site hourly. A full restore is rehearsed every quarter with NCSA present, and the measured recovery times are recorded in the audit log.

In plain wordsIf the worst happens, the service is back within an agreed number of hours, and we have proved it.
Elasticity

What grows, what triggers it, what the ceiling is.

Three ways to deploy the same design

Sovereign cloud, NCSA premises, or fully air-gapped.

SOVEREIGN CLOUD OR NCSA PREMISES

Connected, in-country

  • Azure Qatar Central or Google Cloud Doha, or NCSA's own hardware with the same layout
  • Vulnerability and threat feeds (CISA KEV, NVD, vendor advisories) pulled on a schedule through an outbound-only, allow-listed proxy
  • Model weights and platform updates fetched, hash-verified and staged before rollout
  • Edge, balancer and zones as drawn above
AIR-GAPPED

Disconnected, same platform

  • No internet path in either direction; the edge becomes an on-premises reverse proxy and SHIELD runs on it
  • Threat feeds, CVE catalogues, model weights and updates arrive as signed offline packages; provenance is checked before anything is installed
  • Staging, rollback and emergency patches follow a written procedure NCSA controls
  • Operational proof: external links are cut and start-up, analysis, updates, backup and audit verification are all tested disconnected
Availability and recovery

What we commit to, and how NCSA can check it.

COMMITMENTS

Agreed per contract

  • Service availability target, measured monthly and reported in the console
  • Recovery point objective and recovery time objective, rehearsed quarterly
  • Failover between zones with no operator action
  • Key custody with NCSA; Spark cannot read data without NCSA's keys
EVIDENCE

Inspectable, not promised

  • Every restore rehearsal is logged with its measured times and signed
  • Failover tests are run with NCSA observers present
  • Architecture, dependencies and network paths are documented for independent review
  • Exit: data export in open formats is tested before go-live
